Paul Leach

Paul is Head of Transport Innovation within NHS England’s Transport Team, bringing over 20 years of experience in healthcare and emergency services. He began his career as a frontline Paramedic and spent 16 years with Yorkshire Ambulance Service, including seven and a half years with the Hazardous Area Response Team. Drawing on deep expertise in clinical care and emergency preparedness (EPRR), Paul now leads efforts to enable the NHS to transition its fleet to zero-emission vehicles through collaboration, innovation, and system-wide engagement.
