Helen Gillivan is the Director of Adults and Integrated Commissioning at Kent County Council, with over 20 years’ experience across health and care. She is a strategic leader with a strong track record in integration, transformation, and commissioning, delivering large-scale system change across complex partnerships.
Helen is passionate about co-production and ensuring that people’s voices and lived experiences are central to the design and delivery of services. She has led innovative approaches to community-based care, with a particular focus on prevention, early intervention, and reducing inequalities.
She plays a key leadership role in driving neighbourhood health, including being faculty for the South East Neighbourhood Health Accelerator Programme. Through this work, Helen is supporting the development of integrated neighbourhood models that bring together health, social care, and community services to deliver more proactive, person-centred care closer to home.
