Jill Winters

Jill Winters is a senior healthcare operations leader with over 30 years’ experience across the NHS, independent sector, and digital health. A nurse by background, she has built her career from frontline clinical care to board-level leadership, maintaining a clear focus on patient safety, access, and outcomes.

Jill is a former British Army officer with operational experience in Iraq and Afghanistan, including leading intensive care services at Camp Bastion. This experience underpins her pragmatic, decisive leadership style in complex and high-pressure environments.

Most recently, Jill has led large-scale patient services and referral pathways within digital healthcare, delivering improvements in access, demand management, and patient experience at national scale. She brings a strong operational lens to system challenges translating demand into deliverable capacity through workforce design, process discipline, and smart use of technology.

Jill is passionate about supporting teams to deliver safe, consistent, high-quality care, and about shaping sustainable models for out-of-hospital services in a rapidly changing healthcare landscape.
