Patrick Fowler BA (Hons) – Collaborative Housing Consultant

Pat is a leading housing consultant with over 30 years’ experience working across housing, health, local authority, social care, justice and voluntary sectors. As a freelance associate working with a range of clients, he works in the ‘muddy middle’ between organisations, enabling cross-sector solutions and supporting the NHS, local authorities, housing providers and other partners to develop practical, place-based solutions to housing challenges – including those affecting the public sector workforce.

Pat has co-led strategic work to increase the supply of affordable housing for NHS, social care and other key public sector staff. His work includes enabling housing advice to staff and unlocking underused public land and assets, shaping innovative housing delivery models and supporting Integrated Care Boards, NHS Trusts and councils to align housing strategy with workforce wellbeing and retention goals.

Pat is passionate about housing as a health intervention and about creating solutions that are financially sustainable, locally relevant and informed by staff experience. He also serves on the City of London’s Homelessness & Rough Sleeping Subcommittee and holds over a decade of governance experience in the housing and charity sectors.
